I believe that it is necessary to promote decentralization to realize "independent individuals," "independent regions," and "independent nation."
As a teacher at a high school in Chiba prefecture, I would like to make a statement from the perspective of school education. In Chiba Prefecture, both former governors Ms. Domoto and Mr. Morita have continuously brought from staffs of Ministry of Education, Culture, Sports, Science, and Technology as superintendents of the Board of Education. In that situation, instead of solving the actual problems at schools, teachers have been taking measures to only adjust the "shape". For example, according to the notification of the Board of Education or Education Agency, high school teachers must evaluate the average score of the students’ grade to be 55 points (plus or minus 5 points).
As a result, most students can graduate from high schools where 80% of students play games on their mobile phones during classes. Surprisingly, high school students can graduate from high school without even remembering the alphabet. This criterion limited the number of failed students in schools with many dropouts due to poor grades.
When this kind of administration is performed, many teachers become distrustful of the Board of Education and tend to pretend to obey but secretly betray. The teachers’ decline in morale may not only lead to the decline in the quality of education but also the high number of teachers’ scandals in Chiba Prefecture.
The idea of inviting superintendents of the Board of Education from the Ministry of Education, Culture, Sports, Science, and Technology may intend to work closely with the central government, but I think that the consciousness of "governing our area by ourselves" will lead to autonomy with "motivation", "liveliness" and "responsibility".
